This is a long overdue answer to your inquiry of many months ago
regarding NevadaNet.  I hope it is still of some use to you.
The following message is what we send to those asking about access
to NevadaNet from within the state of Nevada.

Thank you for your inquiry about the NevadaNet.  NevadaNet, an
initiative of the University and Community College System of
Nevada and the National Science Foundation, connects the
university system institutions and campuses throughout the 
state and provides internet access via a T1 line between Las Vegas 
and San Diego.  

NevadaNet is currently used primarily by the higher education and
research community of Nevada with some minimal usage by K-12 
teachers and state librarians.  While a fee structure has been
established for non-university system participants, there is no 
such participation or marketing effort at this time. 

Annual Usage Fee:
   Institutional/Nonprofit/Govmnt   $7,500 (64kp) $15,000 (T1)
   Industrial Research             $10,000 (64kb) $20,000 (T1)
   Computing Services Provider     $15,000 (64kb) $30,000 (T1)

Additional costs include telecommunications services between NevadaNet
and the memeber and the acquisition and installation of NevadaNet owned 
gateways and interface equipment.

Since NevadaNet is used almost exclusively by the University
and Community College System of Nevada we have not done much
about developing policies for other use.  I will attempt to
